Sir,

In reply to your Confidential Despatch of the

4th. ultimo, I have the honour to inform you that arrangements will

be made in accordance with the suggestion contained in the last

paragraph of your Despatch for Mr. E. Carpmael's transfer to this

Colony.

2.

It should be understood that Mr. Carpmael must

within years of his transfer pass an examination in Cantonese

Colloquial to the satisfaction of this Government.

3.

I shall ask the Commissioner of Weihaiwei to

inform me of the date upon which Hr. Carpmael may be expected to

arrive in Hongkong.
